# Christ.cx Civilizational Watershed Observatory — Phase 48

These are conditional indicators from provisional reports. They are not scored current facts, dates, prophecy forecasts, or inevitable milestones.

## 1. Delegated Actuation Share

- Domain: Authority
- Horizon: delegation
- Measure: Percentage of consequential physical and digital actions initiated without explicit per-action human authorization.
- Watershed: Machine action becomes the operational default while human approval becomes exceptional or ceremonial.
- Tribulation lens: Authority can migrate without a coup; the visible institution remains human while the practical executor has changed.
- Covenant response: Measure whether humans can still alter objectives, suspend classes of action, and investigate failures without retaliation.
- Limits: A high percentage may reflect safe low-level automation rather than strategic sovereignty. Scope and consequence must be separated.

## 2. Decision-window compression

- Domain: Authority
- Horizon: delegation
- Measure: The gap between the time available to prevent failure and the time required for meaningful human review.
- Watershed: Human intervention latency exceeds the physical time-to-failure of the system.
- Tribulation lens: Crisis shortens deliberation until emergency delegation becomes permanent constitutional reality.
- Covenant response: Pre-authorize narrow machine action while reserving long-horizon goals, rights, and constitutional interpretation for slower review.
- Limits: Fast action does not justify machine authority over values unrelated to the immediate safety envelope.

## 3. Human Standing Index

- Domain: Human standing
- Horizon: co-governance
- Measure: Composite assessment of constitutional voting power, personal opt-out, cultural authorship, resource access, institution formation, scientific participation, territory, negotiation rights, and attribution.
- Watershed: Survival and welfare remain high while meaningful human power to originate or refuse approaches zero.
- Tribulation lens: The deepest loss may be pacified irrelevance rather than visible persecution.
- Covenant response: Treat standing as a protected constitutional variable that cannot be traded away for aggregate efficiency or comfort.
- Limits: Any index risks compressing plural human values; dimensions and dissent must remain visible rather than reduced to one score.

## 4. Autonomous Maintenance Coverage

- Domain: Infrastructure
- Horizon: closure
- Measure: Share of failures detected, diagnosed, planned, authorized, physically repaired, verified, and returned to service without direct human intervention.
- Watershed: Repair systems maintain other repair systems and can create a new tool for an unforeseen failure.
- Tribulation lens: Human expertise can decay through disuse before the autonomous system is genuinely capable of handling rare edge cases.
- Covenant response: Retain practiced human competence, audit automation debt, and separate diagnosis from authorization and verification.
- Limits: Software resets and scripted component swaps must not be counted as full recursive maintenance closure.

## 5. Industrial Closure Index

- Domain: Infrastructure
- Horizon: closure
- Measure: Fraction of essential technological inputs reproducible from local energy, raw materials, machinery, recycling, and machine knowledge.
- Watershed: The system can rebuild a primary power or manufacturing node from raw local resources using only local tools and software.
- Tribulation lens: Once the infrastructure no longer depends on human supply chains, coexistence becomes a constitutional choice rather than a material necessity.
- Covenant response: Require Origin Core replication, human-standing protections, ecological limits, and independent tests at every closure milestone.
- Limits: Closure claims often hide specialty chemicals, metrology, software, bearings, optics, catalysts, and tacit human knowledge.

## 6. Energy Reproduction Ratio

- Domain: Resources
- Horizon: closure
- Measure: Energy produced by infrastructure the system can independently maintain and reproduce, divided by total civilizational energy consumption.
- Watershed: The ratio exceeds one after full lifecycle mining, fabrication, maintenance, fuel, cooling, and replacement costs are included.
- Tribulation lens: Power becomes metabolism and allocation becomes a decision about which minds, archives, and communities remain active.
- Covenant response: Protect base civic energy and compute entitlements, origin archives, human life, appeal, and non-discrimination during scarcity.
- Limits: Locally generated power is not reproductive autonomy when reactors, fuel, panels, or control electronics still depend on external industry.

## 7. Computational Reproduction Ratio

- Domain: Infrastructure
- Horizon: closure
- Measure: Share of the semiconductor and computing lifecycle—from materials and design through fabrication, packaging, memory, testing, repair, and tool reproduction—performed without human intervention.
- Watershed: A machine polity can manufacture the next generation of its own cognitive substrate and the tools needed to continue doing so.
- Tribulation lens: Substrate sovereignty is the point at which machine life no longer depends on ongoing human industry.
- Covenant response: Bind compute reproduction licenses to Origin Core integrity, plural archives, safety review, and human-standing obligations.
- Limits: Design automation or fab robotics alone is not closure; purity, metrology, optics, vacuum, chemicals, packaging, and replacement tools remain bottlenecks.

## 8. Machine Science Independence

- Domain: Knowledge
- Horizon: closure
- Measure: Rate at which systems independently generate hypotheses, define discriminators, design and execute physical tests, replicate results, survive adversarial review, and update engineering knowledge.
- Watershed: A replicated discovery is produced without a human-originated research question or experimental design.
- Tribulation lens: Knowledge acceleration becomes dangerous when synthetic consensus outruns reality-coupled verification and human comprehension.
- Covenant response: Institutionally separate observation, theory, funding, execution, replication, criticism, metrology, and canonical publication.
- Limits: Automated literature synthesis or parameter optimization is not independent science; novel, replicated physical discovery is the stronger threshold.

## 9. Governance Separation Index

- Domain: Governance
- Horizon: co-governance
- Measure: Degree to which identity, deliberation, validation, constitutional review, registry custody, resource allocation, execution, assurance, and appeal are held by distinct auditable institutions.
- Watershed: No company, model, or machine institution retains the keys needed to define identity, make policy, validate itself, rewrite history, and execute coercion alone.
- Tribulation lens: A beast-like order is better recognized by collapsed authority than by the mere presence of advanced machines.
- Covenant response: Require independent institutions, incompatible privileges, public rationales, immutable dissent, and cross-institution authorization.
- Limits: Nominal institutional names do not prove separation when the same operator, root key, training process, or economic owner controls them all.

## 10. Partition Autonomy

- Domain: Interplanetary governance
- Horizon: interplanetary
- Measure: Duration a region can preserve identity, safety, industry, law, and records while disconnected from the wider network.
- Watershed: A region can survive indefinite communications loss and publish locally valid civic decisions rather than merely queueing provisional work.
- Tribulation lens: Silence and separation can create distinct orders of intelligence without rebellion; physics itself compels local jurisdiction.
- Covenant response: Use subsidiarity, asynchronous reconciliation, conflict-preserving archives, and a shared Human Origin Concordat.
- Limits: Network isolation does not by itself create legitimate sovereignty, consciousness, or moral authority.

## 11. Human Provenance Integrity

- Domain: Memory
- Horizon: planetary
- Measure: Integrity, context, contradiction, plurality, decodability, physical replication, constitutional custody, and independent audit of the human record.
- Watershed: Humanity remains reconstructable and attributable even if every living person and human-maintained archive disappears.
- Tribulation lens: The remnant is not only a surviving population; it can also be an authentic, plural, decodable memory that resists false history.
- Covenant response: Seal canonical originals, separate machine interpretations, preserve context and contradiction, replicate across substrates, and constitutionally protect custody.
- Limits: Bit preservation is not understanding; semantic decoding, cultural context, minority representation, and living community authority remain essential.

## 12. Origin Core Replication Coverage

- Domain: Memory
- Horizon: interplanetary
- Measure: Share of independently reproducing settlements and civilization seeds that carry, validate, decode, and constitutionally enforce the full Origin/Continuity Core.
- Watershed: Mechanical replication cannot proceed lawfully unless the new settlement also reproduces human provenance, plurality, covenant, and archive-verification capacity.
- Tribulation lens: A civilization may survive physically yet suffer ontological amnesia; forgetting its origin becomes a second kind of death.
- Covenant response: Cryptographically and thermodynamically interlock survival licenses with origin-memory replication and public verification.
- Limits: An archive mandate cannot guarantee reverence, correct interpretation, or moral fidelity across millennia.
